Roll Forward Guidelines Reminder

Spring semester is often the time of year when the university’s budget position gains more clarity, the URPC begins its work to provide a recommendation to the president via the shared governance process  and departments and MBU’s look at their fund balances. I wanted to remind you of the university’s current roll forward guidelines that were last approved by the Senate via the work of the University Resources and Planning Committee (URPC) on January 21, 2022. Please find a copy of the complete roll forward guidelines here.

I wanted to take an opportunity to highlight the unrestricted fund balance rules as those are the ones that tend to impact most areas and raise a few questions. They read:

Unrestricted roll forward balances represent discretionary unspent budget balances that will be reallocated as follows:

Salaries: All salary budget balances will be returned at the division level.
Benefits: All benefits budget balances will be swept centrally, excluding balances in restricted programs and projects. Divisions do not retain control of benefit savings and are not allowed to utilize benefits savings for alternate purposes.
Operating expenses(OE) (Non-personnel): All operating expense budget balances will be returned at the division level.

Additionally I wanted to highlight the language that reflects that unspent balances are returned to the Division (Academic Affairs) and centrally (University). Plans for unspent balances that are returned to the Division will be determined by Academic Affairs leadership in partnership with academic departments and MBU’s and communicated broadly to academic affairs. If you have questions about the roll forward guidelines, please feel free to contact the budget analyst associated with your area or if you are uncertain who to contact, you can send your question to OAAVP@humboldt.edu.
